I am checking back in on my resolution project in Elk Grove CA, focused on immigration. The info you all have provided was very helpful. Met with the Vice Mayor today, who was very supportive but said "We don't usually do resolutions." He's still going to bring it up for the Sept. 10 city council meeting. Here's the draft as it stands now:
Elk Grove Resolution
In Support of Our Immigrant Neighbors
Whereas the City of Elk Grove has resolved to be a compassionate city, and has acknowledged within its Compassionate Charter that “diversity, inclusiveness, and multiculturalism make the city of Elk Grove stronger, welcoming, and a more vibrant city”; and
Whereas the many residents of Elk Grove who have come to the United States from other countries are an integral part of that diversity; and
Whereas the community and economy of Elk Grove are enriched by the entrepreneurs, educators, tradespeople, health care professionals and more who are immigrants; and
Whereas the immigrants who reside in Elk Grove raise families, pay taxes, and contribute to the city in innumerable ways; and
Whereas in recent months throughout California documented and undocumented immigrants as well as U.S. citizens have been targeted, terrorized, detained, and deported by federal agents in direct and flagrant violation of the 4th and 5th amendments of the United States Constitution; and
Whereas Deferred Action Childhood Arrival (DACA) recipients, who have not themselves broken immigration laws and in fact have long sought legal methods to become citizens, have now capriciously and cruelly been told to “self-deport” from the only country many have known; and
Whereas the Temporary Protected Status of immigrants from countries where their safety was threatened, some of whom aided U.S. soldiers in Afghanistan at great risk to themselves and their families, and who have since become valued members of the Elk Grove community, have recently had their legal status arbitrarily and callously revoked; and
Whereas Elk Grove’s representatives in the state Senate, Assembly, and U.S. Congress have all decried the recent nearby immigration raid;
Therefore be it hereby resolved that the city of Elk Grove
Condemns indiscriminate and unlawful abuse of immigrant and American-borne citizens by federal agents;
Requires that federal agents follow federal law when conducting immigration enforcement actions involving Elk Grove residents, including proper identification.
Expects the Elk Grove Police Department to follow all applicable state laws, including the California Values Act, when interacting with federal immigration agents and Elk Grove residents, and directs the Department to post on its website a plain language summary of the federal and state laws governing immigration enforcement actions in the City of Elk Grove.
Supports organizations like the Family Unity, Education and Legal (FUEL) Network that supports the educational, legal and other needs of immigrants in Sacramento County;
Directs the City Manager to give appropriately trained staff in the Public Affairs Division the specific responsibility of providing Elk Grove residents with accurate and timely information on immigrant rights and immigrant support activities through the City’s website, email newsletters, special events, public meetings, and social media.
Time to talk 10th amendment. In a stunning case for our side on Friday ... "In her ruling, Judge Lindsay C. Jenkins said that the Tenth Amendment, which protects people from federal government overreach, shielded the decision of local law enforcement to avoid collaboration with Immigration and Customs Enforcement (ICE) and other immigration agencies." Trump sued Chicago and the state of Illinois and lost.

This will give cover to my County Supervisors legal counsel on our resolution to direct the County Sheriff not to cooperate with ICE if they don't have warrants, unmasked faces nor ID, either nametag/and or badge.
I encourage everyone who is working on resolutions to include language to stop ICE unconstitutional gestapo tactics. It violates 4th amendment; illegal search and siezure, 5th amendment" due process and now 10th amendment: The feds can't force the states to cooperate with ICE.
